The Community-Oriented Policing and Problem Solving Paradigm- What Have We Learned?

Government on all levels has actively promoted the Community-Oriented Policing and Problem Solving (COPPS) paradigm as a progressive antidote to past reliance on reactive police practices. This paper analyzes the impact of this paradigm on policing, describes examples of programs designed to implement the COPPS paradigm, and assesses some of the gains for our communities that have resulted, as well as some of the problems that have surfaced recently as a result of programs resulting from this paradigm.
